The new laws that had passed through the Ministry affect muggleborns and some halfbloods, since they are held in poor regard to Lord Voldemort. A few questions about the laws are below. The full version is more than ten pages and you can find that in the Ministry of Magic. For muggleborns
1) All muggleborns are allowed to attend Hogwarts. They can attend classes up until their third year when they have the basic magic down. After that year they must learn how to cook and clean. In other words basically to take care of their owner. They must be claimed two weeks after the start of the term or the new headmaster will appoint them anyways.
2) The muggleborns cannot be passed from one owner to the next. Although that doesn't stop the purebloods from ganging up on them to have a little bit of fun.
3) They are nothing more than test subjects for Potions and the new Dark Arts class for their fellow students.
4) They find solace in their respected common rooms. The rules still hold true that no one can enter another's common room.
5) They must have a silver band on their robes and clothing to make sure that they are identified as muggleborns.
6) They cannot try out for the Quidditch Team. As a matter of fact they are barred from the field except for matches.
For halfbloods
1) Half bloods are held high in slightly higher regard. In saying they do get a little more respect and rights than their fellow muggleborns. For instance a half-blood does not have to have a master unless a pureblood wants to claim one.
2) A grey band on their robes identifies them as halfies, the new term for half bloods.
3) As stated before they do get a little bit leeway with their masters but only just.
4) They do choose whether or not to have an owner.
